what is the small bulb within the drl housing for?

In Germany when you park on the side of a street...
and half the car is on the curb and half in the street ( which is common in small side streets ) its required to have that light illuminated on the side of the car sitting in the street when its dark outside. It can stay on all night with no problems. Very low voltage bulb.
Example of park job below...

...won't stop squawking at me.
how hard is it to change that out? i haven't even looked at it yet. but i've heard that on some cars, you gotta remove tons of **** to get the housing out.
