19 inch rims
What is the OEM 19" size, offset ect ?
I am thinking about getting Vossen VVS084 rims that come
19x8.5 wheel size, 5x112 bolt pattern and 32mm or 48mm offset.
Which offset should I get ?

I believe OEM 19" Center bore: 66.6mm.
Do you plan to drop your car at all? If you get the Vossen in ET32 you'll be pushing the outside rim 11mm further out. Depending on your plans for lowering and what tire you plan to go with, this could be close for rubbing. The most I was willing to consider was a 19x8.5 ET35 with a 1.2" H&R OE spring drop.
If you go with the ET48 you'll be moving in toward the hub for even less of a flush look. You could consider running spacers but I don't have enough experience with those to recommend you trying. A 5mm spacer would put you back to the OEM flush look. A 10mm spacer might be fine in terms of flush, but I don't know if there are issues with wobble or balance, etc.

I personally would go with the 32mm offset. ~1/2" outward will look good. ET48 will push the wheel in by 5mm.

I am not planning to lower the car.
So it would make more sense to go with 48 offset since stock 19s is ET43.
Therefore I shouldnt get any rub on inside ? what about rim width should I worry about it ? how about getting 9.5 width ?

Things to consider with larger rim width are:
Allows you to put on a wider tire with less chance of having a "stretched" look. A wider width wheel can have slightly more concavity to it for aesthetic purposes. A wider width wheel likely weighs more.
Yes you can fit a 9.5" width wheel. If you do this, your offset will change from what you already know with the 8.5" width wheel. For example the 19x8.5" ET48 wheel would be at the same flush size as roughly 19x9.5 ET60.
Code:
19x8.5 - 19x9.5 = 1" 1" = 25.4mm 25.4/2 = 12.7mm (divide by 2 because we grow .5" on each side of the wheel from the center). ET 60 - ET 48 = 12mm
