I was talking about cars ordered for dealer stock, not sold order.
If the car is a sold order, the buyer could specify front plate delete (or even the plate holder in states that don't require a front plate) and the dealer won't care one way or the other. If the buyer doesn't specify, it will ship with either the front plate holder or delete depending on the state that dealer is located in.
If the car is ordered for dealer stock in a state that requires a front plate, you can bet that that car will ship with the front plate holder plate because it has to.
