depends on tire size. if you're using 35 series tires, definitely. 30 series, probably not

given rotational mass & height, wouldn't 20lb. 19's have comparable #'s w/ the 28lb. stockers?

Default apples and oranges... one deals with resistance, the other with effective gearing
in theory there is a point at which weight savings cancels larger diamater but there are a lot of things to consider.
