Yes it does sound bad...
shifting at 6800 rpm netted me the 14.0. Shifting lower made me slower. It is a bit weird how my tires would not even make a slipping noise. They would just grab and go..as if I didn't have enough torque to make them squeal.

What was the temp outside as well as track elevation? You whould be atleast 5-6 tenths quicker.
What year is your car? 6M or tip? I'm going to assume manual because of the statment "....at 4k launch".
If it's a 00 (A Box), I'd suspect a bad F-hose. My car wouldn't run better than that (13.9 @ 99) when I had a torn F-hose and suspect MAF. The same car earlier that year ran 13.1 @ 104 (chip, 100 oct, cat-back). Fixed those two issues, back in the 13.1-13.2 range and slighter quicker trap speeds.
