About this rate hike on auto registration in CA
When were these 'previous' levels? It must have been before I started driving. I haven't been driving long, but it must have been before my time.

It was a few years back...but not that long ago...
if you look at your registration, the rates are still at that level, it's just that when we had a surplus they started crediting a large portion of it back...that is how they got around raising it without actually "raising it". Simply eliminated/reduced that credit. Needless to say I was thrilled this isn't taking place for another month or two, as I just sent mine in.
