ARGH! Still at an utter loss about these wheels, and I have a new problem (more)
So to reiterate: I have 18" x 8" BBS (not Oettinger??) REs, ET 35.
1) Nothing is rubbing the calipers.
2) I couldn't see any rubbing of the brake hub. The wheels moved freely when I put the car up on jackstands.
I tried both of the following bolts:
BC14X1.5 30UL 54TL 17H
BC14X1.5 28UL 52TL 17H
3) I checked to see that all the hub centering rings are in place.
4) I don't think I should need spacers for this setup.
5) Checked air pressure.
6) I can feel the vibration as low as 5 mph. At that speed, the wheels would have to be bent so much that I'd be able to see the bend. I can't. At that speed, balancing also shouldn't matter.
7) Directional tires: I installed these with the direction arrow in the direction that the tire is supposed to turn. They are Kumho MXs. This is correct, right? The tread pattern confuses me, but I included pics in my earlier post. People seemed to think the direction is right.
PLUS - I have another problem, which I don't think is related. I have some black goop leaking from somewhere around my front driver-side axle. It was also leaking when I had my other set of wheels on, so I know this isn't the cause of my vibration. Where is this leaking from? Can anyone tell?

the cv needs to be repacked/replaced...
...but make sure the front wheels spin freely, there should be zero resistance. Give them a good 10 turn spin all torqued up to make sure.

what's your rideheight, and what size are the tires? (edited)
at a low rideheight even the stock wheels will rub on the suspension sometimes. also looks like you have a torn cv boot, but i'm not sure if you would feel that at such slow speeds. do you feel it more with the wheel turned to the lock?
sidenote: i couldn't tell about your directional comment, but the arrows on the tires should be pointing forward when at the top of the tire.

Did you check BOTH front and rear wheels to see if they spin freely?
Check the ends of all the bolts. Make sure they don't have any scrapes on the ends as this will indicate if it's rubbing on the hub.
Check to make sure the tires are not rubbing the uprights (spindle). That means look at the top inside shoulder of the tires to make sure it's not rubbing a suspension component.

P.S. Don't understand your ques. about feeling it when the wheel is turned to the lock. Feel what?
The vibration? What do you mean when "turned to the lock?" (I've seen this phrase often, but always thought it meant turning the wheels all the way, which doesn't help me understand in your context.)
