Bad ballast?

Bad ballast?
So I thought I had blown a bulb in my headlights because of a cracked headlight housing which allowed some moisture in, so I tracked down some nice used housings and bought a whole new set of bulbs and slapped it all together and suprise suprise my drivers side low beam light still isn't coming on.
So I checked the fuses, then I swapped headlights from left to right and the problem followed the headlight, I also inspected the contact points in the plug from the ballast to the bulb, I found some slag on it from when it must of shorted, I filed the slag off the prong and it still didn't fix the problem. Am I missing anything? or is it most likely what I fear...I need a new ballast.
Is there anything else I should check?
