Body panel alignment problem

Body panel alignment problem
My rear bumper does not line up with my rear quarter panels near the wheel wells. It only moves a tiny bit when I try to push it up. The dealer I bought it from said they could not fix it (but I suspect they did not try). There is no record or signs of a rear end collision.
How is the bumper secured and could I take it off to check the fasteners myself? Is there a diagram I could use? Thanks!
