Boost Levels

I have a question. If I have a chip that produces 14.5 lbs of boost, is that 14.5 in total or is that (2) turbo's each putting out 14.5
for a total of 29lb's of boost??

both turbos pump into the same manifold therefore 14.5 psi is total boost from both turbos.
