CA guys - do I need to smog the car before I sell, even if it's going out of state?

New law doesn't require if not more than 4 model years old - a 2001 is 4 model years old, right?

Not 100% but I think if we assume model year is not number of actual years passed but number of model years then you are close as you have 2001 and they are now selling 2006(?) cars. so that is 5 model years

however you only are 3 models versions B5, B6, B7

I didn't have to smog the car. I think he may have to to register the car over there.

If it's out of state, it may not be required for you but he needs to do it if he wants to register it.
