Yes, you should not be filling the car with gas with the car running....
....besides the obvious safety issue, you may end up with a "Check Engine" light if you re-fuel with the car running.

It has nothing to do with a vehicles origin ...
It's related to the fact that the engine is producing spark, has an electrical current, is emting vapor, etc.
