DOH! A friend of mine just got a ticket for not having a front license plate on his S4. Advice?

DOH! A friend of mine just got a ticket for not having a front license plate on his S4. Advice?
Here's the deal:
1. It is not a moving violation so it will not affect his insurance according the officer.
2. It is not a fix-it ticket. The City through which the ticket was issued apparently doesn't have such a thing though the state patrol does.
3. It's for $86.
4. He would really prefer not to have a front plate on his S4 as it apparently requires cutting up the front bumper covers.
5. The officer was not willing to just let it go or issue a warning, probably has a quota to fill.
Should he just pay the ticket (i.e. tax on not having a front license plate) and hope it doesn't happen again?
Should he contest the ticket in court for a reduced fine? (This would probably involve installing the front plate in some fashion.)
Should he just give in and install the front plate?
Might an attorney be useful in making this situation go away?
Thoughts? Options? Implications?

pay the damn ticket, if you have a s4 you can afford the $80
if it happens again pay it again, how much is it worth not to have the front plate!

Just pay it. Ya takes yer chances..........I got one a coupe weeks ago too. $25 tho. :-)
The real pisser is that it was while I was parked overnight. I came back to the car and saw what I thought was a parking ticket on my car.

2 choices....
I haven't gotten a ticket related to this, but have thought about it just in case.
1) Pay the tix and hope he doesn't get ticket for this very often
2) See if you only need to show the judge a picture, may be you can just photochop one. If you have to show the car personally w/ front licence plate mounted, may be you can tape the licence plate w/ double sided tape when you go see the judge.

Just pay it. Probably won't happen again. Think of it as the price not to have a front plate.
I have never installed a front plate since buying my car 11/99. I've been stopped for speeding but no one has ever noticed. (knock on wood)

Question relating to piece of bumper where the holes are drilled..
Does taht thing just pop or snap out? how is it secured. I know you can order that piece separtely (ie from Clairparts or dealer). If it does snap in and out, you could just swap if they ask you to fixit.
