Default Front License Plate Holder for S4 - Quick Disconnect/No visible holes in bumper

I've been agonizing over what to do about the front license plate for the S4 I have on order.
I live in Minnesota where it is required and I don't want holes in my bumper or that plastic bracket the dealerships use on it.
I haven't seen or heard of a good solution, so I'm going to design one.
(If anyone else has heard of a good solution out there already, please post.)
I'm a mechanical design engineer, so it shouldn't be too challenging a problem.
The mount I'm going to design will mount to the steel bumper inside, come out through the
upper center facia opening, and have a second bracket that mounts at that point. The second bracket will hold the license plate. I will design some king of quick disconnect into it, so the plate can be easily removed without tools when desired.

My personal plan is to leave the plate in my trunk until I get pulled over by the police.
They generally issue a fixit-ticket for that violation, so I can pop the plate on the next day, bring it down to the station for them to sign off, go on my merry way, and take it back off.

I'm going to look at an S4 at one of the local dealerships today to take some measurements.
It may take a month or so to get it prototyped; but once it's done, anyone interested in copies of the design prints can e-mail me and I'll send them to you as tiff files.

I'll repost once it's done & tested.

Default Correction/Clarification

The fixed bracket will not come out through the upper center bumper opening.
The plate mount bracket will have attachment flanges that will extend INTO the bumper for mounting to the fixed bracket.
So when the plate is not atached, you will not be able to tell that there is anything there to mount a license plate to.

Default How about double sided tape?

There are some great adhesives these days which come off and go back on again really easily. I want a front plate in vinyl, but there must be some law about forgery of a license plate or something.
