Help! What happened to my BBS rims over the winter? Corrosion?!

The dark areas are what's left of brake dust/grime which was tough but did come off. (I could scrub and get the rest off.) The white areas did not come clean; they don't feel pitted and there wasn't really any brake dust on the outer edges of the rims.
I did have them machined in 2004 to take care of some curb rash. :\

The refinishing job wasn't done right...
a factory coated BBS wheel won't do that. Whatever process the repair shop used on these wheels wasn't good enough. I'd bring it back for a re-do every two years.
