High idle issue... lil help please.

High idle issue... lil help please.
So, I recently started having an issue with my idle. On startup, it will idle normal, however, after driving around town, many times it will idle at 1000 rpm, instead of 800. It will often hold there, without bouncing. Eventually, it will settle, but do it again after drving once more. If I turn the a/c or heat on while it's idling high, it stays at 800.
I have done a TBA several times, although what's weird is when I look at the value after it's been done for a few days, it bounces between 84.8 and 85.2. I have yet to clean it, which is next on the list.
Does this sound like a throttle body issue, or something else?
