How many bottles of brake fluid sufficiently flushes the brake lines...
with room for error and spillage STFA sounds like 3 bottles but will that be enough?

3 is plenty, 2 is enough for a "bleeding" in my opinion...
...but if you're looking to fully expunge, I'd buy 3, flush 2 bottles completely through and stop bleeding about 2/3 done with the 3rd bottle to leave you room to top off when all is said and done.
Keep it above the MIN line...

yeah, flush with the first litre on all 4 corners, even cycle the abs w/vag-com if you want...
then top off with the other 1/2 litre or whatever quantity you buy. i usually start by getting most of the old stuff out before i start adding the new stuff.....don't let the master cyl get below the min line.
also, a cheaper route, buy some less expensive dot 4, then finish off with the good stuff (motul 600, etc)
