If I cut part of the car, so that the metal is exposed under the paint, if I cover that w/ primer is
that sufficient to keep that spot from rusting?
this is places you cant see, like the front fender under the bumper..

I would wire brush it, sand a little, wipe with a paint prep pad, and
Then hit it with a few coats of self etching rustoleum type primer folowed by a top coat of something bc lots of primers can absorbe moisture. I'm not a body/paint guy but that's what I've always been told by those whom are. G/L w/it
