that is sad. I once fouled 2 thieves trying to steal my roomate's car and my VW
about 4 years ago, I lived in a building that had security gates that you needed a key to get in and OUT of and it was a fairly upscale neighborhood.
It just so happened that my roomate and I were coming back from a bar that we walked to and we saw two people walking around in the underground garage near our cars. My roommate had a 64 GTO Convertible (rare with 4 speed and TriPower). Anyways, we knew something was fishy because we'd never seen them before and when they saw us, they went the other direction, still walking calmly.
Something wasn't right and ESP was kicking in big time. So we called the Police on a hunch. We went up to the apartment to give some time and came back down and saw them being picked up in a Silver Jetta. We got the license plates. They were making all sorts of mistakes, trying to turn into a one way street, etc. The cops came and they stopped them on Sunset Blvd. about 1 block away.
They did a search of the vehicle for stolen goods and found all sorts of gear to steal cars, and some stuff that is in your pic.
That building has now put in cameras in the garage which they patch the signal through so you can see it on your TV set in the apartment.

I haven't personally done this, but as I understand it, you'd attach the appropriate adapter to the
ignition cylinder, (where you stick your key) then attach the long rod to that. Next you'd move the handle lookin part as close to the steering column as you can. To complete the operation, jerk the heavy handle part away from the column with as much force as you have. Now your fancy smancy "unpickable" german side cut key lock cylinder doo hickey is on the floor, and a screwdriver or pliers will start the car since we have no ignition immobilizer.
