You're going about this all wrong.
Wait till the court date, and show up and tell the judge that your car has been in the shop the past month and you haven't had a chance to get the ticket written off by the CHP.
Then take a picture of your lisence plate that you have taped to the front bumper, and tell the judge: "See, my lisence plate IS on the car, but since it's been in the shop I haven't been able to get the ticket taken care off".
Duh.

Just take your cover off!
The car doesn't look hideous with no front plate cover. Upon removal you will see the screw holes for the license plate. Mount the plate without the cover, find your local officer, get it checked off, remove plate, remount cover. All done, without expensive postage fees.

I'm actually going to cut a license plate down by an inch or two and then mount it...
By cutting the plate frame and bracket I can make it look fairly stock. You'll look at it and know something isn't right, but cops won't know what and will see a plate.
