I'm trying to stay away from Hybrids #1 because they are almost double the price ($3200 for a pair) and #2 I have a TIP car and I dont need anymore turbo lag.

Where can i get K04/K03 hybrids new?

Not sure you'll be able to find them new. Buehn Engineering is refurbing various turbos for our cars, and seems to be having some success.

My turbos haven't blown yet, but my pass side has started the dreaded siren sound. I looked into the K04 kits out there, but decided, being a Tip, that I'd either replace with OEM K03s (which will blow again) or find something that should provide better reliability, and possible performance increases. And be easier on the pocketbook.

Besides, I get to keep the K03 plumbing.<ul><li><a href="http://www.buehnengineering.com">Buehn Engineering</a></li></ul>
