With K04s and the works, will a tip ever get near 13.0?

It's possible.
A tip can indeed be upped with K04's. Although, there needs to be additional work done to the transmission, so that it can handle the excess torque.
There are a few people here who were thinking about, and maybe in the process of converting their K03s to K04s.
