License plate lights wont work. Help

License plate lights wont work. Help
i thought that the old bulbs had just burnt out and therefor i bought new ones, this didnt help the issue. i checked the fuse and thats good. i dont have a volt meter to see if power is getting to the tongs under the light cover. i have no idea how they would just not work. anybody else had this issue? any ideas on what to do next?
