Regardless of quirkiness, squealing when turning the wheel is usually the power steering fluid...
Maybe someone else knows whether the A/C system and power steering system use any of the same hydrulic fluid in their mechanics. I would check the power steering hydraulic fluid level first.

Your post is difficult to read, and you're contradicting yourself...
First you say the noise is related to the AC being on or off (and the steering wheel), then at the end you say it's not related to the AC.
Any chance the issue really lies with your power steering system? Have you checked the fluid level lately?

Hopefully you can differentiate between an HVAC motor issue, and an issue with the power steering
rack. The former being a slight annoying squealing, and the later being a groaning.
If it's just a squealing, I would agree with Nick and Doc...HVAC motor is probably causing it.

On other cars that would indicate a slipping belt.
The extra load of turning the wheel makes the belt slip. Having the AC on would put more load on, if it is slipping at the crank. The only thing is, we have serpentine belts and I don't know what the chances are of one of them slipping.
