oil leak at left turbo oil return line & oil pan - is it an easy fix?

Default oil leak at left turbo oil return line & oil pan - is it an easy fix?
is the oil level in the pan below the tube level?

Can I just take out the bolt and replace the seal and/or silicone seal it?

I assume you have already used the cornstarch on yourself. Now try the duct tape.
