Default parking brake not fully releasing

I STFA, but found wide range of topics none quite right.

My parking brake feels like its not fully releasing when I put the leaver down. When pulling up, I don't feel any resistance till it gets to the first click (lots of play).

Is this because of worn pads (about 1/4th or less remains) or is the cable starting to seize?

If its the cable, what or where needs lubed?

Default Check and make sure the mechanisms inside the rear calipers are moving freely...

Then you may want to spray some WD-40 into the cable at the brake handle end, it should then course its way downhill through the cable sheath. Have you checked the condition of the cables recently?

usually a caliper would seize esp if the rubber boot is ripped.
