Is the siren sound a positive indication of a coming Turbo failure?

There are multiple "Siren Sounds."
Everyone's car has a little siren sound (you can hear it with the windows rolled up most clearly) when the oil is cold. It's absolutely noticeable. It becomes less audible as the car warms up, but it's still there.
On cars where the turbos are getting unhappy, the siren sound gets markedly louder. Unless you notice a change, there's probably nothing wrong. Don't be paranoid because you hear a faint siren sound -- that's what turbos do.

My 2000 I could hear the turbos with the window up when new.
The 2001 is silent unless the windows are down.
Faint is definitely okay though, when one has the "real" siren sound, they know it. Its unmistakable.
