Clamps onto the wheel to prevent the car from moving...Meter Maids use them.

i think the boots a horrible anti theft device. way to bulky to keep in the car when not in use..........but they are effective..........i guess. i'd be temped to use one ONLY if i was going to be crazy enough to leave my var at the long term parking at the airport or something.
but anyhow, i do remember seeing them on some police supply catalog i used to recieve some time back; also there is a police supply store in union city that might be able to help you out. i'll see if i can get some phone no.'s for ya.
