Title problems with Ferrari. Previous owner won't mail. Suggestions please.
 
A little OT here, but a friend of mine bought a Ferrari 355 from an indy dealer in GA.

Payment was made via wire transfer, car was shipped, and all is good. Except the dealership won't mail the title or return his calls. Yes, this should've been handled better. I've already lectured him about it.

Anyone have any ideas? The DMV/Police in both states(Illinois and Georgia) cannot help.

He did receive a fax of the title, so we do believe that it exists.

Lectured him? Could've been handled better? I don't see that he did anything wrong. Start off
 
by writing a strong letter stating that he will take legal action for breach of contract, at the very least.

If he doesn't have the original title, he can't title it under his own name or register it. Essentially, he's not the legal owner and he did not get what he paid for.

Not all states require titles
 
Well, RI doesn't. I don't know about GA and IL.

He's sent the letter already. We're beyond that.
 
The DMV said he can apply for a "temporary title". In the meantime, they do a search to determine who the owner is and where they are.

As far as the lecturing/handling part goes, he made some other big errors with this purchase that I won't go into.

How long ago was the letter sent? Do you feel that it's been ignored?
 
I'd have lawyers crawling so far up their asses at this point...

For starters..
 
He doesn't have legal representation yet. He's just made his own harrassing phone calls and sent letters.

Mistakes he made: He only used the dealer's inspection for his reference. He never got his own done at another location. He also never saw the car in person, or had a local Ferrari guy go check it out/drive it.
He also sent them all of the money before he ever received the car.
