How do I add in the fill flash? Any Photoshop Help?

Fill flash is on the camera. It is sometimes called force flash.
Each camera is different so RTFM ;-P
Seriously though, it just turns the flash on for every picture. Some better cameras let you adjust the amount (or power/output) of the flash (it is usually measured in F-stops). On average I usually set it to 1/3rd to 1/2 stop. Don't be afraid to use the flash in the daylight. It is especially helpful when taking portraits of people when the sun is directly behind or overhead of the subject.
Oh, and re-read what you typed before sending...I delete quite a bit after I read what I just wrote. Are you going Sat.?

Watch out for distrating things(light pole) in your background. Otherwise good.
Especially the second one. The repeting horizontal forms of the structure make a nice contrast to the smooth rounded lines of the car.
