Sure you can turn screws with the claw side of the hammer, and you can pound on a nail with the handle of the screwdriver, but it ain't quite the same.
AE is a compositor (as you know), and well, FCP is an editor. In practice, you'd take FCP's output and "do stuff to it" with AE.
FCP does accept some filters, but it is nowhere as efficient as AE is with the same filter set. And I'm not even talking about generating stuff like particle effects.

I guess there are two types of compositing...
2D and 3D. Obviously, Maya is better at 3D compositing, but bulk of the stuff out there is generated 2D, and hence, in AE and other compositors such as Flame, and Inferno.

Further clarification on my question......
I simply want to rotate a video around 180 degrees. The way I mounted my digital camera on my visor takes the video upsidedown. Nothing fancy required, just a program that will allow me to rotate and save, no editing. Anything less than a +$1k piece of software available, i.e. shareware/free ?!?!?! Thanks!
