Is VW tool #3391 the correct tool for locking our camshafts for timing belt replacement?

yes, special tool #3391...
in the service manual, it states that you should remove the cam lock tool to remove the pulleys, while removing the pulley's is a good idea (at least loosening them before installing a new belt), I'd recommend keeping the cam lock tool on the cam's while you remove and reinstall the pulley's.

According to the manual, you need 4...
...The cam lock tool (#3391), the cam pulley puller (#T40001), the timing belt tensioner lock tool (#T40011), and the crank lock tool (#3242).
I had issues using the crank lock tool, so I made my own version. The crank lock tool does have the right thread pitch, but it seems to bottom out before the drift is in the crank hole. I just made my own crank lock tool.
As for the cam pulley puller, I purchased this along with the cam lock tool, but I'm sure you could get away with using a properly sized gear puller.
As for the timing belt tensioner lock tool, a simple 2mm allen key works great, or any strong small metal pin. The special tool is just correctly sized and has a nice ring handle on it, but you can get away with a lot of things to lock the timing belt tensioner.
