what does "ROLLING THE FENDER" mean?

I have a set of 235/40/18 that don't rub on the fender but they only have about 1/4 inch clearance from the back of the wheel to the arms that come down to the cylinders. Will that rub??

If you've got 1/4" clearance at the top/rear/inside of the front wheel
 

That is the upright and it does not move toward the tires, so you're fine.

If you're running soft stuff, go Stasis. Otherwise, just get the fenders rolled nicely and repaint. You could buy a better car for what RS4 conversion costs.
