i got a 2015 S6 with the facelift headlight but my turn signal just blinks like a normal standard headlight. Does that mean I don't have the dynamic LED? Or is it a feature that can switched on with VAGCOM?

I'm not sure what asia got. I believe in Europe the facelift was starting January 2015 that has dynamic (do your rears have dynamic motion). North America didn't get facelift until 2016 model (came out mid-2015) .. and United States did not and still doesn't have Matrix because of govt regulations on size of signal.

my car came out late 2015 in July. I think my back light is also just the normal blinking style. I'm wondering if its regulation here too. Can using VAGCOM switch it on or is it to do with the headlamp itself?

From what I have seen here on the forum no you can't. One guy was trying to get module to activate it but never heard report back if he was successful. Do a search and you should find some threads on and you could probably pm one of those investigating.

Dynamic front indicators are only available with the matrix headlights on facelift C7.5 models, which is not an option for NA specification cars.

Matrix are an optional extra for rest of world.
