Probably a weak cell signal where it's parked. Sometimes when it's like that, trying again in a little while works if the cell signal improves temporarily.

The back and seat definitely pull air in, not blow it out. Work out a bit, get sweaty and then sit in the seat with them on max. You will definitely feel it then. The cooling effect will be efficient...
