Fuel consumption EU and US Audi A4 2.0TFSI - huge difference
Why is the difference?
Audi 2.0 TFSI 252hp Quattro USA
City 24 mpg (9,8 l/100km)
Highway 31 mpg (7,6 l/100km)
Combined 27 mpg (8,7 l/100km)
Audi 2.0 TFSI 252hp Quattro EU
City 7,7 l/100km (30.5 mpg)
Highway 5,0 l/100km (47 mpg)
Combined 6,3 l/100km (37.5 mpg)
(already recalculated with US gallons)
I suppose it is a big difference and can't be explained by differences in measurements. As for me in any way I can't make the same consumption on US spec vehicle as on EU one, even near.
That's why I have a question - why? Maybe it can be solved by EU software or some settings...

OP's figures include the metric measurements and those are different, so it's definitely not (just) a discrepancy between different types of gallons.
What OP is seeing is a difference in how various government agencies calculate fuel economy. Different speeds, operating conditions, etc. play a big part in results. To make matters even more complicated, the methods used are updated from time to time, so comparisons between different model years even within the same country may not be apples-to-apples. And of course the "combined" number is a complete crapshoot, because it depends entirely on what ratio of city/highway driving was chosen.
Natural Resources Canada updated their testing methodology in 2017, allegedly making the results more indicative of real-world driving. As someone who has always been able to match advertised mileage, I suspect this means I'll be able to exceed it more easily. Anyway, here are our current numbers:

Which test procedure are the numbers for? The US EPA has their test cycle, I'm not sure whether NRCan's test cycle is the same as the EPA's. I believe the European test procedure is completely different... (and frankly, it probably should be - their highway speeds are different and their urban density is different. I feel like the EPA's definition of 'city' is really a low-density town of 100K people or less with fairly good traffic and lights that are quite a bit far apart)

I chose the 2018 model for my numbers, so they reflect NRCan's new 5-cycle test that came into effect for MY2017.
IIRC, NRCan, EPA, and the EU (or rather the UN, I suppose) all use materially different standards, although the US/Canada are most comparable, since both use 5 different cycles to the NEDC's 2.

I am using USA spec audi in Europe without ethanol in fuel, real consumption in city 22 mpg (10.7 l/100km) and results such as City 7,7 l/100km (30.5 mpg) - Highway 5,0 l/100km (47 mpg) are fantastic for me, especially 47 mpg, it is impossible.

As you can see above combined consumption in Austria 37.5 mpg, combined in Ukraine 37.5 mpg, combined in Spain 36.5 mpg.
