Not sure, but in my experience, they seem to be more willing to help their members
than the DMV is willing to help the general public. I don't think it would hurt and someone there may actually have a clue.

Please tell me you are talking to someone with authority at DMV and not a counter jockey.
You need to keep bumping this up the chain as this is there problem and not yours.
They want the test,they control the smog testers, they need to help you resolve the problem.
I had the same type of issue with the DMV in Nevada when I bought my S6 from CA. They said the paperwork wasn't correct for Nevada Law. Turns out it was all correct Per PA and CA law and since it was sold there it took presidence. But I had to push up two levels of authority to get it resolved. In the end, no changes were required in the paperwork.
