2018 S4 Audi connect hotspot - it it always on?

Default 2018 S4 Audi connect hotspot - it it always on?
Does anyone know if this is hotspot is on all the time? I assume it is since I can go to the myAudi app on my iPhone to check if the doors are locked - or lock the doors. I want to install a Blackvue camera and use the car's hotspot to access cloud services. Is this possible?

Shoot....I wasn't clear. I want the Blackview to use the hotspot even when the car is off, for security
