Default Can't read obd codes

I am unable to read any codes from the odb connector on my audi tt 2001. My instrument cluster has been faulty for years (fuel gauge, and other sensors are misreading) but was always able to read the odb codes. Not sure what this could be. Any ideas? Thanks in advance.

Actually it's OBD.

There seem to be three common causes of this.

1. Aftermarket radio with miss-wired loom.
2. ABS controller
3.Cluster

All three of them may lockup K-line communications.

Unplug one at a time to figure out which one, unfortunately unplugging the cluster will also lockout the immobilizer.
