HOV lane question
Here on Long Island, New York we have an HOV lane on the Long Island Expressway. It is only meant for cars carrying two or more people.
My question is this: if a hearse is on its way to a funeral containing the driver and the recently departed, can it use the HOV lane?
BTW, I can't believe how many drivers are stopped by the police in the HOV, lane because there is only one person in their car. What are they thinking???

I would say......
No. A person who worked for me once was using the HOV lanes here in metro DC, there were two people in the car, however person # 2 was a child in a carseat. She went to court to fight the ticket. The judge informed her that the HOV lanes purpose is to alleviate traffic congestion by encouraging carpooling -- meaning two or more <i> drivers</i> per car. Her argument was that the law only says two or more occupants and her baby was in fact an occupant. She lost.
