Just a mess of issues so let's start with boost
Recently bought a crashed 01 tt 225hp Quattro. Only making around 9 psi of boost and 4 psi of vacuum. If I get on it the car will go into soft limp mode and reduce boost to 2-4 psi. The car sat for 3 years after the accident also. Where should I start? Shouldn't it be putting out around 12-14 psi of boost and making about -15 psi of vacuum at idle?

Likely a boost leak. Start with a boost leak test. Video from our UK friends.
