Xenon headlight ballast. Isn't it just a simple power conversion from 12V to 110V?
I just can't justify 800 dollars for HID fog light kit when the bulbs only cost 100 dollars.
What goes into making a ballast? Do you think I am able to make one on my own?

HID ballasts are complicated circuits. Assuming that they are electronic, lots of controls need....
to be in place to prevent the bulbs from exploding. The bulbs are an arc type lamp and catastrophic failure is innevitable if the arc current was not well regulated.
