They were always on on ALL vehicles (see linked TSB)
Until recently, when they added a thermostatically controlled switch to the mirrors.
There's a tech note about the function change on the Audi TSB web site that seems to indicate that the TT should have switched mirrors, but perhaps Audi needed to get rid of their "on all the time" backstock...<ul><li><a href="http://tech.vw.com/audipdf/a669902.pdf">Bulletin 66-99-02, Exterior Rear-view Mirror, Function Change</a></li></ul>
