I got my repair manual today. It uses your browser as the viewer. This is a great idea since you can use hyperlinks. I do not need to be connected to the internet for it to work. Ak do not be offended but perhaps the fact that the browser dialed out upon opening of the browser you assumed the internet was required to use the manual.
