No. That bushing is a part of the new control arms. It's the outer bushings that he suggested.
The outer bushings (spherical bearing on 2000-2002 and rubber bushing on 2003&later)is the one that seized on SparTTan and broke his control arm.
ECS tuning carries them.

Look at the outer rear upper and lower ball joint. IT's available in two flavors ES#4198, Pre 2003 sphereical bearing (expensive) and 2003 - rubber bushings (relatively cheap) ES#4627.
