giving an additional ticket? For example for speeding?
I was pulled over and given a fix it ticket for not having a front license plate mounted, however, that is the ONLY ticket I received. My brother tells me that it this type of ticket is an addition ticket, and can only be given when you receive a "real" ticket.
Does anyone know anything about this? (I tried searching the net, but had no luck) Thanks.

I've been out of law enforecement for quite some time but...
To the best of my knowledge, an officer can pull you over for no front plate in the same way that he/she can pull you over for other equipment-related violations.
Examples would be tinting, white light to rear, non-DOT approved lighting devices, no mud flaps when wheels are wider than vehicle, cracked windshield, inoperative lighting devices, obstructed forward view, etc.

There are things like in NJ where you can't be pulled over for tints, but they can ticket you if you
are pulled over for something else.... which they can basically make up and not ticket you for. So, maybe this is your situation.
