Default Turbo lag on the way down?

I am new to my '05 225hp TT. I have owned Audi turbo sedans in the past and know the feel of turbo lag on sudden acceleration. When I aggressively accelerate my TT the idle remains high between shifts after depressing the clutch. There seems to be a lag in losing rpm after I release the throttle. Is this normal?

Defective Diverter valve (See service manual for test procedure) or vacuum leak. Lots of hoses including some hidden under the intake manifold. Standard troubleshooting techniques are used to find them. .
