Underbelly Pan

Underbelly Pan
I had my 2000 TT in to the dealer to fix the air conditioning. A few weeks later my wife and I are taking a long highway trip, when we notice this odd noise when we pulled off for gas a few hours later. I get out to start pumping, and the guy next to us says "hey, did you know you are dragging something?" Needless to say I didn't but it turns out to be the remainder of the underbelly pan dragging the pavement. THere was only about 1/3 of the pan left and it was only hanging on by the side piece attached to the wheel well. Since it was raining and I didn't have any torx wrenches with me, I used a screwdriver to remove the remainder of the pan and toss it into the dumpster.
A few weeks later, I go to change the oil, not terribly upset that I won't have to remove the pan first, only to see another surprise. What I believe to be a vacuum reservoir, next to the oil filter, is not attached to anything. The three bolts that attach it to its rubber bushings have no nuts on them.
Now, it seems to me that the dealer did not properly reattach the pan when putting the car back together and left of the three nuts for the reservoir. That's the only way I can see the pan coming off at highway speeds (75-80 mph), and not around town. I've taken it back to the dealer and they are now trying to make me believe it is something I did or something I hit.
Am I not considering another possibility? The dealer has not come back and said I need to pay for it, but I want to have some ammo to come back at them if they do.
Thanks in advance,
Alan Crosby

Unfortunately this has happened before....>
Recently as a matter of fact. Owner had to pay (and it's $250 or so), despite it being the dealers fault. It's gonna come down to your negotiations skills I'm afraid..
