Mine doesn't, and my AC isn't cold.

yes, I believe both fans (AC and radiator) run constantly.

Default AC fans should run at 2 speeds..>
slow (almost silent) and when inline pressure is up it gets up to fast (louder), ans so forth. At least that is the way in my 2000 TTQC.
