Default Whining sound at low RPMs

I don't think it's the transmission because it does it when I rev the engine in neutral. I don't nkow if it goes away at hight rpm or if the sound of the engine drowns it out. I was thinking it was the power streeting because I noticed it more when I was slowing down to take a turn but then headr it at stand still as well. Any ideas? Water pump?

Could be a lot of things... Alternator belt, perhaps?
